Israel is in stage two of the demographic transition. This is because its death rates are declining while the birth rates in the country are fluctuating and staying high. As you can see in the model at the top of the page, these qualities are what define a stage two country. The most efficient way for Israel to enter stage three is probably by decreasing its birth rates. This can be accomplished a number of ways, but the most efficient would probably be birth control.
